Russell (Rusty) Starnes is a dedicated public servant and experienced law enforcement leader, with a deep-rooted commitment to community, family, and service. A proud resident of Springville since 2012, Rusty moved from nearby Argo to make Springville lifetime his home—a decision shaped by his love for small-town life and his desire to contribute meaningfully to a growing, connected community.

Rusty is actively involved in local youth programs and currently serves as the President of the Springville High School Band Boosters, supporting the Mighty Band from Tiger Land. His dedication to the next generation reflects his belief that investing in youth is key to a strong, safe, and vibrant community.

Raised in the small town of Pinson, Rusty understands the importance of preserving Springville’s small-town character while planning responsibly for the future. He is a graduate of Pinson Valley High School and holds a Bachelor’s Degree in Criminal Justice Administration and an Associate Degree in Business Management from Columbia Southern University.

With over 30 years of service in law enforcement, Rusty brings a wealth of experience to the table. He currently serves as a Patrol Division Commander for a major law enforcement agency and has held key roles including Bomb Squad Commander, Crisis Negotiator, Field Training Coordinator, and SWAT Commander. His commitment to leadership development is evident in his continued professional education. He is a graduate of the Jefferson County Personnel Board’s 360° Leadership and Professional Development Program, the Leadership Center Point course, and is a proud recipient of the FBI-LEEDA Trilogy Award for executive law enforcement leadership.

Rusty has been married to his wife, Charlie, for 20 years. Charlie serves as Director of Legal for a nationwide lending agency. Together, they are proud parents and grandparents, and active members of The Healing Place Church in Trussville.

Rusty’s deep sense of duty, combined with his professional background and passion for community service, fuels his campaign for Mayor. His vision is to preserve Springville’s heritage while strategically enhancing its infrastructure, public safety, youth programs, and economic opportunities—ensuring that Springville remains a place where families can thrive for generations to come.
